E. Juliet Mallet Phillip, MBA

An international civil servant, Mrs. Elaine Juliet Mallet Phillip’s career commenced with the Saint Lucia Foreign Service, serving 1987 – 1998 in the first instance. During that time, she headed various Divisions ranging from Protocol, Political and Economic Affairs, OECS and CARICOM Affairs, International Trade, and the Organization of American States (OAS) and in 1993, took up post at the Embassy of Saint Lucia in Washington DC, accredited to both the USA and the OAS, covering a myriad of national developmental issues. She was active in the lobby on the US Congress on the banana issue which was of critical importance not only to Saint Lucia but to the Windward Islands and the wider Caribbean. Meanwhile within the OAS, she chaired various committees on education, culture, women and small states, keenly focused on the development of organizational and Hemispheric policies particularly as related to technical cooperation, violence against women, and the illicit manufacturing of and trafficking in arms and ammunitions as well as illicit drugs. She was also a negotiator for Saint Lucia on Summit of the Americas matters.  In 1998, her interest in partnership for development led Mrs. Mallet Phillip to work with the Pan American Development Foundation (PADF) where, as a consultant,she implemented initiatives geared towards development training for high school leavers in several Caribbean countries. She later consulted with the Inter-American Drug Abuse Control Commission (CICAD) where she focusedon National Anti-drug Plans (NADP) for countries in the region, developing NADPs where none had formally been elaborated and updating others where appropriate.By 2000, 13 of the 14 CARICOM/OAS member states had NADPs in place. Herexpertise in multilateralism was augmented with the Organization of American States (OAS) first as Director of the OAS Country Office in the Common wealth of the Bahamas(2000-2013), then that of Belize (2013-2014).Much of her success wasin the delivery of technical cooperation in a myriad of areas, strengthening ties between the Organization and the respective member state while promoting closer linkages with civil society. It is against this background that in 2000, Mrs. Mallet Phillip moved to the OAS Headquarters in Washington,D.C. to take up office as the Coordinator, OAS Scholarship and Training programs within the Department for Human Development, Education and Employment of the Secretariat for Integral Development. As Coordinator, with a team of 11, she was responsible for the Programs for 34 member states, expanding the OAS Consortium of Universities in 70 OAS Permanent Observer countries and other states and institutions. Within two years, she succeeded in establishing funding for the Professional Development Scholarship Program (PDSP) while increasing resources allocated to the Partnership Program for Education and Training (PAEC). The aim was to strengthen existing partnerships to include more benefits for more students while adding new members to the Consortium which she did, successfully expanding programs into Europe for the first time.The training of personnel to more efficiently administer programs, coupled witha more aggressive marketing strategy provided much success, reflected in the increased benefits and number of awards given, particularly to the Caribbean region.In a call to service of country, Mrs. Mallet Phillip tookup appointment as Minister-Counselor, Deputy Chief of Mission at the Embassy of Saint Lucia in January 2017 through to January 2022, working to advance the national interests and priorities of Saint Lucia in both bilateral and multilateral spheres. Following on this, from August 2022 to March 2024 she was consultant to the OAS on the Women Economic Empowerment (WEE) Project, implemented in six (6) countries throughout the Eastern Caribbean, aimed at empowering women to actively participate in and benefit from the digital economy and to build sustainable livelihoods of women owned and women ledmicro, small and medium enterprises (MSMEs). She is a fervent promoter of volunteerism and is co-founder of the Love Thy Neighbor (LTN) organization which provides meals to the underserved; as well asco-founder and Vice President of the Driven Foundation Inc. which seeks tosupport the youth of Saint Lucia to achieve their goals, mainly within sporting disciplines through facilitating skills development, mental wellness initiatives, the improvement of training facilities and providing the targeted youth with a supportive and nurturing environment. Mrs.Mallet Phillip holds a Bachelor of Arts (BA) in Political Science from the University of Western Ontario, Post Graduate Diploma in International Relations from the University of the West Indies and a Master’s Degree in Business Administration(MBA) from the University of Miami. English is her native language with working knowledge of Spanish and French.
